This research is motivated by the problem of finding discharge instability in the field so that further research is needed to study the effect of discharge variations on the performance of vortex turbine designs. The design of the Gravitational Water Vortex Power Plant (GWVPP) with a conical basin shape increases the vortex flow velocity which affects the runner rotation performance. This study used laboratory experimental methods with basin dimensions D1 490 mm in diameter, D2 100 mm in diameter, 300 mm in basin height and used discharge variations of 80, 100 and 120 Lpm. The manufacturing steps start from designing the design and compiling the experimental equipment. The results of this research are obtained that the largest torque is at 100 lpm discharge, loading at 40 rpm rotation with torque yield 0.0147 Nm, the largest effective power is 1.374 watts at 120 lpm discharge with loading at 80 rpm rotation, while maximum efficiency is found at discharge 120 lpm at 80 rpm with an efficiency of 37% = Penelitian ini bertujuan untuk menganalisis kinerja dengan memvariasikan debit aliran pada turbin vortex. Penelitian ini dilatarbelakangi dari masalah ditemukannya ketidakstabilan debit yang ada di lapangan sehingga diperlukan penelitian lanjutan untuk mempelajari pengaruh variasi debit terhadap kinerja desain turbin vortex. Desain Gravitational Water Vortex Power Plant (GWVPP) dengan bentuk basin conical meningkatkan kecepatan aliran pusaran yang mempengaruhi kinerja putaran runner. Penelitian ini menggunkan metode eksperimental laboratorium dengan dimensi basin diameter D1 490 mm, diameter D2 100 mm, tinggi basin 300 mm dan menggunakan variasi debit 80, 100 dan 120 Lpm. Langkah-langkah pembuatan dimulai dari perancangan desain dan menyusun peralatan eksperimen.
